These guides cover the decisions that set what a Mesa bathroom costs and how long it takes. Start with cost, then permits, then the order of work.

01Good to know

What guides are here?

8 guides, each built around one decision.

Each guide stands alone. Read the one that matches your next decision, and note that all 8 use Mesa costs, Mesa permits and Mesa water.

02Costs

Where should I start with cost?

With the scope, not the number. A half bath and a primary bath in the same house are different projects, and published ranges reflect that. A national cost guide puts a half bath at $1,500 to $15,000 and a primary bath at $7,000 to $30,000.

The closest local figure is the Phoenix metro midrange bathroom remodel at $23,627, with $18,669 recovered at resale, or 79 percent (JLC 2025 Cost vs. Value, Phoenix (opens in a new tab)). Mesa sits inside that metro.

Published market ranges, not a quote: the final price is set after an on-site assessment.

Read the cost guide next, then list what you want to keep.

03Permits

Where should I start with permits?

Start with whether the work is structural, electrical, mechanical or plumbing. The City of Mesa requires a permit for interior modifications in those trades, and fees are based on the estimated construction cost (City of Mesa, residential construction (opens in a new tab)).

The city lists painting, updating countertops and replacing flooring as work that does not need a permit. A moved drain, a new circuit, a relocated wall or a new window opening usually does. The inspection is the point where someone checks the rough-in before the wall is closed.

Applications go through the city's DIMES portal, and Permit Services is at 55 N. Center St. in Mesa. The city's page lists written comments or approval within 10 working days, counted Monday through Thursday, so build the review time into the schedule, and read the permit guide for the sequence.

04Bids and scope

How do I compare bids on the same scope?

Put the bids against the same written scope and compare them line by line. Start with the order of work: if tile comes before the rough-in inspection, or glass before the waterproofing test, the sequence is wrong. Then check the scope. A written scope names the waterproofing system, the tile, the setting material and the fixture models, and it says who pulls the permit. A proposal with a total and a start date and little else is hard to compare.

The mistakes guide covers the rest. To ask a question about a scope, use the contact page.

01

How often are new guides added?

When a question comes up often enough to deserve its own page. Cost, permits and the order of work came first because they decide everything after them. The list grows from the questions Mesa homeowners ask most.

02

Can I use these guides for another city?

The cost and material guidance travels. The permit sections do not, because each city and town runs its own permit process, including Gilbert, Chandler, Tempe, Queen Creek and Paradise Valley.

03

Do the guides cover repairs as well as full remodels?

Most cover full projects, and several apply to smaller repairs. The hard water guide and the mistakes guide help with a bathroom you are not replacing yet. The cost ranges assume a full scope.

04

Why publish ranges instead of prices?

Because a bathroom price depends on the room. A named range shows what the market looks like, and an on-site assessment shows what your room costs.
